Hi Mark,

Epson's Enhanced Matte works really well with colored pencils and
watercolor.  I've also heard that Hahnemuhle's rag papers take colored
pencils well.

As far as coloring with oil paints goes, I haven't had much luck unless I
coat the print with something (i.e. a varnish/clear coat) first, thus
losing the "matte" qualities.  My experience with oils on matte paper has
been less than pleasing.
