Perhaps I am naive as I do not use digital technology for my negs but wouldn't the solution be to use one of the new digital enlargers to output directly to film?

Do whatever you need in photoshop, layer a screen on top of it then output directly onto film using a Devere 504 DS Digital Enlarger.
