I wonder if this is related to the technique that is used to produce the 3D maps at live.local.com. A little exploration with this site shows that the 3D effect is synthesized and has some artifacts. For instance, I found a location here in Los Angeles where a couple of tennis courts are shown as being seriously sloped because they are graded into hill sides. Nonetheless, most of the time the synthesis is very good.
A warning that if you want to look at this site in 3D you need a very high speed line and a fast computer.
The article referred to may answer this, I read only a little of it.
