Quite so. However, sodium bi-carbonate can be made into sodium carbonate by boiling for a period of time.

I would mark the original volume and top up with RO water after boiling.

Sodium bicarbonate is not a chemical replacement for sodium carbonate,
but I have no idea what it will do in regards to cyanotype bleaching.
Arm & Hammer does make a Washing Soda that is sodium carbonate. If you
call the 1-800 on any of their boxes they can tell you the locations
in your zip code who stock the Washing Soda.
