I always differentiated between discovery and invention as follows:

 

Discover: to find a natural phenomenon.  E.g. Herschel might have discovered iron ions’ sensitivity to light.

 

Invent:  to create something human-made.  E.g. using iron ions’ sensitivity to light Herschel invented the cyanotype process.  The key word here is process.
