The mystery has been solved: the bulb was defective.
They tested it and it was obviously dead; probably a small hole and  
the gas leaked out.

They gave me a new bulb and it works great!

If you're in Toronto and need a bulb for your Nuarc, R. B. Altlas is  
the place: nice people and great service.
