Erie,
You explained the situation very well.
I feel your pain at the indifference of the historical society.
The bottom line is that the nitrate negatives have got to go.   So, in  
what way would you like to preserve them or in what way can they be  
preserved?  It leaves silver based copy work or digital based  
scanning.   If they want only index prints, you still have to scan the  
negatives and print them from digital files.  Or, make prints from  
film copy negatives.   Making actual silver prints from the original  
negatives would preserve them in the sprit closest to the originals,  
but you are talking about a ton of work.
Sounds like scan and print to me, and save the high quality digital  
files as the method of preservation.
