Frances,

Here is an easy reliable formula:

You will need some pH papers.

2 liters of water
Dissolve 300g of dry (anhydrous) citric acid

Now slowly add sodium carbonate until the solution no longer fizzes.

Make sure the solution is at room temp. It may cool due to the previous
reaction.

Check the pH. Your target is 7.0. If it is less than 7 add sodium carbonate.
If it is above 7 add citric acid.

If there are crystals at the bottom of the mixing vessel, slowly add water
while stirring until they just dissolve .

No need to kill any small animals  with this formula.! :)
