Ken,
It's sad that you have gotten that kind of response from the other students. Probably since the department isn't interested in solving the issues involved to allow use of Alt Photo materials I would guess the department is not at all supportive of teaching or touching on alt processes. That is too bad.
I find that a lot of colleges and universities seem to be introducing alt photo or are already doing it. The workshops that I have done at universities and colleges have been very well received. Usually these involve the faculty and a few advanced students. It's also funny to note that other photo students who are not involved in these workshops, but see what we are doing, show a LOT of interest. Lot's of "Hey this looks really cool. What are you guys doing? I wanna do this!"
