[alt-photo] developer for scanning work

Changed the subject line because this is about developer not negative carrier.

I googled "Sandy King D-23 scan" and found some forum discussions to get gist of 
it. What he advocated seems Divided D-23, with metaborate in the afterbath. That 
probably works well for situations with little underexposure risk, but there 
probably is a better solution if effective speed or underexposure latitude is a 
part of the equation.
