Henk wrote that customs had opened and ruined light sensitive paper. He said
that he had to keep quiet.

Judy said that she wouldn't.

I certainly wouldn't.

Henk should be making a lot of noise and directing it to the right quarter. In
this case the head of the Netherlands Customs Service.
The letter should seek an apology and compensation. The letter should be polite
but uncompromising. Remember, he is your servant.

If I were a Netherlands government employee I would do it through internal
channels; but Henk is a Euro person ?

As I have said before:

As to the testing of the tackiness of bromoil inks, I think I would have said '
see if your finger sinks in'. It is more idiomatic and avoids unfortunate
connotations as I suspect Henk knew all along.
