Kodak's 'Fine Line Developer' came out after WWII and was created to
preserve "fine lines" but was not then considered to be an alternative to
Kodalith Developer. You used to expose it for 75% of normal time for
Kodalith Dev. and then place it, face up, in the tray and agitate for 20
seconds then when a faint image appears, press the film to the bottom of
the tray and don't do anything for 2 to 2.5 mins. To correctly inspect,
it's smart to use a glass tray w/a safelight underneath to check for
subtle and "fine" details.

I bought some years ago when 'fiddling' around w/lith film but don't know
if it's still on the market...must be.
