I use BTZS tubes to develpp my 4X5s. 2 ounces of chemistry does the sheet
and I've not had problem one as far as even development is concerned. The
tubes are available commercially through Darkroom Innovations for 4X5 and
8X10 sheets, or you can make your own. Phil Davis gives instructions for
this at the end of his book, Beyond The Zone System. If you'd like, I can
send you the instructions.

David Katchel wrote the article you were referring to about tubes open on
both sides. I know people who use this method, though the downside is that
your fingers are in the chemistry (whereas, as the BTZS tubes enclose the
chemistry, your fingers are in water) and more solution is required. If
you'd like, I'll dig through my DCCT and Camera And Darkroom mags and find
it for you. Both techniques work if even development at a low cost is an
issue (when isn't it? <g>).
