There is a chance you could grind up and dissolve the feathers
themselves (in ammonia), mix them with dichromate and paint them
back onto a fabric of pressed feathers. Feathers are made of
protein, and suitably dissolved proteins generally react with
dichromate in the manner of a gum print.
After Much Fussing, you could emerge with a print.
