I had to go get my bottle of Photo-Flo 200 after reading this. It says on the
label that it contains: p-tertiary-octylphenoxy polyethyl alcohol, water, and
propylene glycol.

Doesn't sound quite the same to me. Both probably lower the surface tension of
the water so that it wets better.
