I don't think you need anything as unusual as POTA. I made negs some
years ago using lith film - though undoubtedly from a different
manufacturer, since I was using an emulsion no longer available - by using a
diluted print developer. From memory at about 25 to 50% of concentration
used for paper. I think I used fresh developer for each sheet.

You need to give very full exposure and then relatively short development.
Since the film I used was orthochromatic I used to develop by inspection
without problems. A few tests on small pieces of film should get you there
quicker than waiting for email!
