I'd suggest:
Including MSDS copies on all compunds you ship
Having a statement at the bottom of your mail order form wherein the
purchaser agrees that they are aware of risks, hazards, and take
responsibility for any occurence, as well as disposal per local and state
guidelines. This obviously won't help w/ phone orders, but should indicate
some level of being a responsible vendor.
If you are shipping enough of anything to require DOT reg., comply.

The materials you are likely to be selling, while potentially hazardous, are
not by and large teenybomber faves. Anyone stupid enough to try and plate out
the uranium from uranyl nitrate and do anything with it will get their own
dose of poisoning, spend a lot of money, and accomplish little. Anyone using
chlorates in pyro mixtures is running out of questionable cookbooks, and will
likely have a less pleasant experience than you did. (Chlorates are no longer
used in pyro, w/ rare exception).

It also seems to be that you would be an expensive and obscure way for a
teenybomber to stock up.

If you are really concerned about this, you might look at some level of
cooperation w/ Firefox, and have them fulfill your hazardous orders.
