Gum Development Question

Suppose I slightly underexpose, so during the development the image is washing
out quickly, so I don't wait for the normal "auto development" time and take
the print out sooner than normal and dry it, it means that there are still
some unhardened gum that is supposed to be washed out but get stopped. After
it dried, the gum gets considerably harder. Now if I recoat and do a second
coat, when I develop the second coat, will the first coat continue to develop
because it wasn't fully developed the first time?

I think I am seeing this re-development although I haven't done another test
to confirm or disprove it. I suppose I can harden the first coat after
development, but I am interested if others are seeing the same thing.
