measurement of paper ph

After much delay and fooling around, I have finally bought a ph meter. One
of the measurements I am interested in is determining the ph of the
papers usually used in the alternate photo processes. It occurs to me that
ph may not be a property of a solid like paper since it is a measure of
hydrogen ion concentration, presumably in solution.
I remember seeing some discussion of this a couple of years ago and
it involved stirring up the paper sample in water and then measuring the ph
of the resulting solution. That seems logical but then logic would
indicate that a lot of water would show a different ph than the same paper
sample in a small amount of water. Does any one know if there is an ANSI
standard for measuring paper ph? Can anyone shed some light on measuring
paper ph for me? Many thanks,
