It is low, but the effect of resampling is image dependent (and of course also
output dependent). If your image doesn't contain much details, then you can
resample and enlarge 2 to 3 times and still get pleasing results. Just sharpen
the image after resampling. If your image depends on fine details, then you
can't get good result.

Your local photo developer has a 2K film recorder, which is quite low in
resolution, but for the application you described, yes the resolution is
enough. One problem with old film recorder that you might encounter is that it
is not properly calibrated, and the operator might not have the software and
knowledge to calibrate the equipment, but that you can only find out by
experiementing.
