Peter,
The blue stains are the anti-halation backing on the film that did not
come off during development.Sometimes with the Jobo, the back of the
film sticks to the inside of the drum preventing the backing from being
removed during development.
If you save your developer and soak the film in a tray of it before
washing (with agitation) it should come off.
