The 8:3 for 28% acetic acid to glacial is the standard. That gives a nominal
strength to the glacial acid of 75%.
I suggested the use of white vinegar which is about 4-5% acetic acid. That
is a lot more pleasant than strong acetic acid which is a real nose thriller
and there is no risk of burns either.
Note the extra water should be omitted so the alternative formula should
read:
     Pot permanganate 6g
     Common salt 13g
     White vinegar 1l
