Hi,
I suspect that the paper you are using is Arches Aquarelle H.P. If so it
should be watermarked. The correct side can be found by either referring to
the watermark or running each side in turn over your bottom lip. The
smoothest side being the one to coat.
I've experienced a few problems with Arches Aquarelle in the past.
Sometimes it's great other times it shows some mottling and granualarity.
