Sam,

I'm not sure if this may be the correct answer but it may be worth
considering.

The tonal variations of sepia toner (and possibly other toners) may be due
to the temperature not only of the toning bath(s), but also a result of the
temperature of the developer when the print was first processed.

This is not a conjecture on my part but is the result of an empirical study
done by someone that wrote an article in Camera and Darkroom or Photo
Techniques in the past few years -- I think. My poor memory cannot dig out
the details from my caffeine driven insomnia this Christmas morning so
perhaps someone else can chime in and point you (us) to the specific article
and publication.
