You could always find out the home address of the regional head of OSHA &
mail it to his office, postage due, with the return address as his home.
(it's a joke, OK?).
But, one time I commented on someone who didn't finish even a part of a
large mean & was told "send it to the starving kids in Africa". After they
walked out, I bagged it & did send it, using their work address for the
return. They got visits from about a dozen government types, reams of forms
to fill out and weeks of hassle over "improper donations of foodstuffs".
