If you don't already have one, you need some sort of metallic reflector behind and fairly close to the tubes. I made mine from galvanized sheet metal, but I think aluminum would work just as well. Maybe even just a layer of aluminum foil over plywood, or whatever. I don't understand electrical stuff enough to know WHY you need this, but if all else is wired and functioning properly, this will make it work.
