When you brush the "emulsion" on the paper, does it feel like it is soaking
into the paper? If so, the paper might not be sized enough.
I would suggest trying other color first (preferably darker color like black,
magenta or cyan). The contrast of yellow is so low that it is hard to judge
whether it is contrast problem or exposure problem.
Also, did you print a step tablet with your test? A step tablet has a density
range of 3.0 (which is an exposure factor of 1000), so if you expose it for 1
hours, you have the effect of exposing from 0.06 minutes (3.6 seconds) to 60
minutes, so you would know that somewhere there there must be a correct
exposure.
