What has worked very well for me in the past is the following.
10g citric acid
5ml of either a 20% solution of potassium chloroplatinite
or of sodium chloropalladite. These solutions are available
through Bostick and Sullivan as Platinum Solution #3 and
Palladium Solution #3.
1000ml of water
Use only as much as necessary for toning, and discard after use. With
a flat tray it should be possible to tone an 8X10 print with as
little as 10-20ml of the toning solution. The fresh toning solution
has excellent keeping qualities.
Tone before fixing for about 5-10 minutes.
