You do not need the sheet metal if you build the unit by assembling
several of the the two-tube holders with integral ballast. Just make
sure to tie them all together to a common ground.

When assembling units with individual bipin holders a piece of sheet
metal behind the tubes is sometimes needed to get all of the tubes
to come on at the same time. Others have achieved the same result by
just lapping a small wire over all of the tubes.
