I do not know of a camera or scanner that uses 16-bit range meaningfully. I also do not think the marginal benefit from 15 to 16 bit is much much much smaller than that from 8 to 9 bits. I edit images in 16 bit mode even if the original file is 8 bit. This is because extra resolution is useful when resizing, blurring, sharpening, and applying other operations to an image.
