Hi Eric,
If I remember right,  the company that owned Rising mills closed the  
mills in 2007, and the brands (Rising and Stonehenge) were acquired  
by a distributor named Legion.  Legion  doesn't manufacture the paper  
themselves but farms out the papermaking to several different mills.   
One might suspect  that this way of doing business could possibly  
lead to some imprecision in quality control.
