Yes, dichromate is (at least) non-volatile while some hardening agents are extremely volatile. (I remember experiencing headache after sizing sessions, occasionally - even I was using very little formalin; a few milliliters into 100ml sizing solution...)

Yes, I think the non-toxicity (as opposed to glutaraldehyde or
glyoxal) factor is worth it.  Still using dichromates, of course, but eliminating other toxic elements is always a good thing.
