The rule I always followed was to have the sides and the top the same
width, with the bottom falling to whatever larger dimension it fell to.

However, with the advent of ordered, pre-cut mats, where a mat could be
used for a horizontal or a vertical image, I've begun centering the image
on all dimensions. It's simply too much trouble to have one stack of mats
for horizontal, and a second, slightly different, stack of mats for
verticals.
