Crocite is insoluble in both alcohol and water. Finding something it was
soluable would probably change its structure, no longer being crocoite.
According to Cassells Cyclopaedia of Photography, orange safwelights were
prepared by taking fixed out dry plates (essentially gelatin on
glass), immersing them in a solution of 5% potassium chromate (soluble),
rinsing, and then dipping them in a solution of lead nitrate or lead
acetate, creating the crocoite suspended in the gelatin.

How about that?
