Form/Script problem

I'm trying to see if I can successfully write a form and script for
biology on www.usask.ca. I get the error message:

501 Not Implemented

we are sorry to be unable to perform the method POST to non-script at
this time.

I have set up a cgi-bin directory within the biology directory. I have a
form set up in the file:

/biology/gradform.html

I have it set up to use the post method and use the perl script biograd.pl
in the cgi-bin directory. The script should copy the info from the form
into a file. I have tested the script and it appears to run successfully.

Other forms on campus use the POST method. Am I trying to do something
impossible? Or have I made a small error? Would you be able to point me in
the correct direction?
