What you may have seen was electrochemical machining. It's abreviated as ECM
and is used for precision deep etching of metals like stainless steel. The work
piece is the cathode and is not consumed during the process. The work piece and
the stainless steel part are immersed in a solution of typically sodium chlorate
and the two metal pieces are placed very close to each other. Very high
currents pass and the rate of metal removal is appreciable. I've had some
pieces of 316 SS etched with deep small cavities using that method.
