PhotoFlo uses a surfactant which is incompatible with developing agents.
Something like PEG 3000 or 4000 (polyethylene glycol with different
molecular compositions) in aqueous solution will work, if you want a wetting
agent to be included in the developer. It is much better, however, to prewet
large films prior to development, for even results.
