these papers are probably couched: two layers wet in wet during the
manufactering process. It is done to make heavier papers without speed
sacrifice in the paper machine. The thicker you want the paper to be the
slower the sieve has to run in order to build up the thickness and get rid
of the water to build the sheet. Another variety is to glue layers op paper
together. Tests to determine which is which:

mono-layer: tear the paper cross grain- no layers will become visible
multi-layer couched:tear in same way- layers will be visible (up to three)
multi-layer glued: burn corner of paper- layers will be visible (as ash)
and will have separated, fanned out -couched papers will not show separated
layers after burning-
