Basically what you are suggesting here is how digests are often handled with
list servers not specifically designed to provide this mode. Typically a second
mailing list is created and set to send mail at specified intervals. Then this
list is subscribed to the first non-digest list. I believe that there are
scripts available to handle the mail processing. Once this is in place, one
simply subscribes to the mailing list providing the service desired.
