The stuff is marketed over here as PQ Universal which can be used for both.
I dilute at 1:9. If I were you I would try the paper developer. But the
development technique is important. Drop the film into the dish face down
then whip it over and agitate from one corner continuously. This gives a
wave both up and down the dish and across it to give even development. This
works even for 20 x 24 film.
