No. I dug out their catalog, and they are selling the following
developers that say they work well for Technical Pan film (Excerpts from
catalog):

Formulary TD-3 Technical Pan Film Developer - An original formulation
by William Tropp, is a unique, non phenidone based film developer
offered exclusively by Photographers Formulary...

Formulary Modified POTA (DELAGI #8) - Was formulated by Dick Delagi
and is designed for Kodak Technical Pan film...

Formulary Modified Windisch Catechol Film Developer - Formulated by
William Tropp, conatians the same chemicals as Windisch
Pyrocatechin but in different amounts. It works especially well
with Kodak Technical Pan Film...

Which "specific areas" tended to lose "liveliness"?

I have not been entirely pleased using it as a pictorial film either,
although I still play with it for this purpose. I mostly use it for
copying old photographs.

Yes, I'd be interested in seeing what you've got. I've been collecting
developer formulae for Technical Pan film, and would like to add yours to
the files. There seems to be a fair number of home made developers for
this film. Some claiming to give speed increases up to EI 100 or better!
If I remember correctly the latest formula I received uses a phenidone
predeveloment followed by HC110. So far all I've tried has been the TD-3
I've listed above.
