Joe,

You might try Tiffen. I know that some of their larger filters are (or
were) gelatine sandwitched between glass. Years ago I had a series 9, 1.0
ND made by them. However, in the size you are looking for they will most
likely NOT be inexpensive!

If you would like I can post this message to Technet, a mailing list for
camera repair technicians, there may be someone on that list that can
re-cement them for you.
