What is the concentration for the gold toner used in POP?

Is the 5% 500mL gold toning solution that comes with the Centennial POP
kits (obtained from B&S) a stock or working strength solution? It is too
late tonight for me to do the chemistry calculations and I just saw the
gold toner eat my shadows in my first print.
