It is generally accepted that for printing to a press, you need to scan your image at 1.5 to 2 times the line screen you intend to use. So for a 133 line screen, you should scan your original so that, AT ITS FINAL PRINTED SIZE, the ppi (or dpi or term of your choice) would be approx 200-250.

As for interpolation, sometimes it works and sometimes no. Always buy the scanner based on optical resolution.
