I have an idea...although I have never printed on plaster, and some
would claim it then would be inappropriate for me to comment on it...
But , since I do have some experience in the area of trial & error and
experimentation, I'll proceed. I've been making some thick paper out
of my scraps of cotton rag museum board. I found that it too was being
too absorbent and the fogging and staining was happening to my prints,
even when I sized it in gelatin. Then I started to add an acrylic wood
glue (that dries clear and is waterproof when dried) to my water & pulp
 before making the paper. I still size it after wards...but the images
are turning out much better contrast wise and even some with no
staining spots.
  I have no idea if any additives you put in the plaster will interfere
with it's ability to harden... but I dare to say... you could give it a
try.
