Chlorine in tap water

Hi,

Water from the tap has a lot of chlorine in it at the moment, so much that
it smells of bleach, and chrysotype developers made from it do not work
well. Distilled gets round the problem, but tap water's fine when the
chlorine is lower. Since distilled is expensive, it would be helpful to
know when tap water is safe to use for chrysotype, so does anyone know of a
way of measuring or estimating its chlorine content?
