Oh, sorry, and to continue:

You combined a total of 10 drops with only one of those being from the
PC solution #2. That would bring the threshold equivalent formula to
0.192 grams PC per 25 ml FO solution.

This means you are using a bit more than 1.7 times the amount of PC that
will noticeably degrade the image in about every paper I have tried.
