I know nothing about this beyond having read the article, but here's a
brief summary based on my reading:

The process involves (1) coating paper with dichromated gelatin (2)
exposing in contact with a high-contrast positive (3) washing away the
unexposed gelatin, (4) coating the print with acrylic house paint (I
believe that in the UK this is called "emulsion paint") (5) washing the
paint away. The gelatin acts as a resist; the paint sticks to the paper
where the gelatin has been washed away.

The resulting prints are moderately to markedly posterized and have the
appearance (to this observer) of a silkscreen.
