The first thing I do when I get something that looks similar to that is 
clean the rollers on my holder (in my case with this, I get a mottled 
appearance of under developed print).  When I was first starting out with 
large format and used Polaroid, I'd get that kind of stuff when I didn't 
pull the film out smooth and even (in this case I'd get exactly what you 
describe).
For yours, I'm gonna guess that it's probably the smooth and even pull 
through the rollers, or that the rollers aren't tight enough to squeeze the 
developer evenly all the way to the end of the film.
