Hi:

If its any help years ago I did a lot of lens camera urban night shots.
Buildings lit by street light. I was able to use a standard exposure of 4
minutes at f32 shooting 4x5 tri-x rated at 320.

It may depend on the lights used by your city. The ones here seemed very
consistent.

Maybe you can convert this to pinhole.
